The easiest way is to look at a cmdlet in that snapin.
If it gets colored the snapin is loaded, if not....

The error number translates to "The system cannot find the file specified. " Sooo, not really sure what happens there. Do you have more details, like how exactly you use it, any crash data from the event logs etc?

Primal Script Standard
Just right click on the VBScript core entry and select "Remove". Then right click into the Info browser and select "New" -> "Folder from disk..." and then select the "C:Program FilesSAPIENPrimalScript 2007 StandardVBScript Core" folder. That should correct it.
