Hmm I cannot really see anything. About every ten seconds a slight flicker from the refresh through the background parser is normal.
I'll check if it is possible that the priority of that background thread gets changed somewhere.

Minimize / restore issues on PS 2007
I tried this on my laptop here, and it works fine. Win XP SP2. 1440 x 900 primary, 1280 x 786 secondary. On both displays from a minimized state it restores to maximized by either a) clicking on the taskbar button b) selecting Restore from the taskbar context menu c) selecting maximize from the task...

We have tracked it down to an issue in the parser that surfaces whwn variables are declares and assigned on the same line as in your case.
The fix will be in the next service build.
