What tools are available to do screen painting? (e.g. in C#) (without splurging on Visual Studio....)

Not quite sure what you are referring to.
A WYSIWYG HTML designer? Windows Forms? a paint program?

WYSIWYG tool to create forms.(I'd get a bit bored doing it only in text)
