Does the deubgger in Studio debug PowerShell 6 scripts?

When I set PSS options to PowerShell 6 on the local machine, debugging isn't available. This post (from May, 2018!) -- https://www.sapien.com/blog/2018/03/29/ ... hell-core/ -- says, "The ability to Run and Debug the PowerShell Core script file will be implemented in a future release."

Has this been done. If not, when is it expected?

No, not yet. Microsoft dragged their feet releasing a functioning SDK for PowerShell Core.
There is no specified date at this time. As PowerShell 7 will become a mainstream Windows component again, it will make things 'easier'.
