If you have the following registry key:
HKEY_CURRENT_USERSoftwareSAPIEN Technologies, Inc.ChangeVue2009
Please rename it to HKEY_CURRENT_USERSoftwareSAPIEN Technologies, Inc.ChangeVue2009 - old
Start changevue and open your LOCAL copy of the repository when prompted.
Does this work?
Please also include if your user folder or any part of that is redirected by group policy.

Nope didn't work either. Started changevue pointed it to the local copy of my repository it closes. I reopened it and it asked same question again. No part of my user folder is redirected. The directories registry entry does not get recreated, and neither does the c:Users<UserName>AppDataRoamingSAPIENChangeVue 2011.bn2hunt2011-12-16 12:14:30

That is really odd. This message only comes up if ChangeVue can't even create a local default repository.
Do you have anything running that would prevent folder creation in your AppData folder?

Nothing that I can find is blocking the creation of a folder in the appdata location. I can create a folder manually without any problems. I even deleted my profile and had a new one created and the problem persists. The only thing I can come up with is we have a code signing policy that was recently implemented(about a week before I started having my problems with changevue) but if that is blocking something it usually shows up in the event log, and I don't see any entries in the event log after I attemp to run changevue. And this policy would be in place for all of us that are using primalscript studio and I am the only one with the problem.

ChangeVue /l:4
After closing it, navigate here:
C:Users<user>AppDataLocalTempSAPIEN*Log.txt
and email any log files to support@sapien.com
