I'm looking for a GUI based program that will list the users local to a Windows 2012 R2 server and let me select the user to shadow.
Any help is greatly appreciated.

Have you tried searching the web for a solution.
This forum is in support of PowerShell scripting and the use of Windows Forms with PowerShell. It is not really a general purpose GUI support forum.
Windows 2012 RDS has the GUI called Remote Desktop Manager which allows you to do what you ask. There are other third party GUIs that add extra functionality. Search for one of those that serves you needs.
