Unable to install SAPIEN UPDATES. Separate download for prerequisite software no longer available

Product, version and build: SAPIEN UPDATES Installed 1.1.31 (trying to upgrade to 1.1.32)
32 or 64 bit version of product: 64 bit
Operating system: WIndows 10 Built 1809
32 or 64 bit OS: 64 bit

I can no longer find a way to download the "prerequisite software" as the automated installation of the sapien updates hasn't worked for a while. Also if i select to open the Downloads Folder after performing a download only, the files aren't there. Note: The corporate SOE has folder redirection in place, but the files can't be found anywhere.

I keep getting a popup "Some processes are currently running that will prevent SAPIEN Updates from being correctly installed. Would you like to terminate these processes? (SAPIEN Updates.exe). If i continue, I get the same prompt again and again. My only previous workaround was to download the prerequisite software and install manually but the download of the extra support files are no longer available.

You can uninstall the Update tool manually and install it from these download if needed:
