Hi team,
We have a license that wasn't deactivated before decomissioning a device - can we reset that activation to 0 to start over on a new device?

If you activated using the 2018 version of the product, you can free up the activation in your Registered Products Page:
https://www.sapien.com/account/products
Just click on the Activation Details button, and then click on the Reset link located next to desired activation.
