I can no longer get PSS to stop at ANY breakpoints in ANY of the PS1 files or the PSF files when hitting the Debug button.
This was working until a short time ago when I was using 5.6.163. I am NOT 100% sure if it stopped working with the upgrade to the 5.6.165 version or not.
I will try to verify that on the 27.06.2019 (tomorrow German time)
Here at work it DOES still work with the exact same files in the exact same location when running on Windows 7 Enterprise 64bit, PSS 5.6.165 with Windows PowerShell Version 4.0.
What do you need from me to "see" what all is set where ever?

What platform do you have selected:
We have been able to replicate the issue in V2 only, but V5 appears works fine on our end.Brittney

Thanks for the Information, I did NOT know that that could have an effect.
When running on Windows 7 (Home Premium with PowerShell 5.0 or Enterprise with PowerShell 4.0) I was able to confirm that IF the V2 engine is selected in PSS that this IR reproducable.
Unfortunately under Windows 10 (1709 with PowerShell 5.1.1629.1146 or 1809 with PowerShell 5.1.17763.503) I am still having the NO Debug problem no matter which Version of PSS I am using.
I tried the following versions today on a machine with Windows 10 (1709), 5.6.160, 5.6.162, 5.6.163, and 5.6.165
I could NOT get PSS the stop at ANY breakpoint AT ALL!
I also had PSS re-build the cache between the different versions and I also tried to re-build the cache on the machine with 1809.
I also confirmed that I have V5 - 64bit selected.
What do I need to get to you now on Information?

Can you please provide a screenshot of the Tools Output panel when you run in debug mode:
How large is the script you are trying to debug?
Are you also unable to debug on a one line script?

There are lines listed for the various breakpoints that are set depending on which script I am currently trying to debug.
You will have to wait until Monday before I can upload a screenshot of those because I am off until then.
I have tried very short scripts/PSF files but I have not tried a one liner.
The ones that I did try to debug were the exact same ones that I CAN debug when running on Windows 7 with PSS 5.6.165 but PowerShell version 4.0.

I will ask the Dev team to investigate what might be triggering the error.
In the meantime, can you verify that the Output Panel does in fact shows V5? It is possible that the platform can be redirected to another platform setting. Especially if you have a %ForcePlatform% comment or a requires statement.

Thank you for the additional information. This is very strange and have been unable to reproduce it so far. We will update you as soon as we have more details.

1. What method is being called to determine the breakpoint lines that are trying to be reported in the "Tools Output" Panel?
2. Can a missing Firewall rull cause this?
3. When communicating with the Debugger are you using "localhost" and the port or something else maybe?
